Yes..Of course. An Individual candidate can appear UPSC Exam either in English or Hindi medium. Academic curriculum has nothing to do with Language.

Though UPSC don’t declare such data, but in reply to an RTI filed by a candidate, UPSC declared that minimum mark for English language is 25% and for Indian language, it is 30%. Along with this for GS-I, GS-II, GS-III and GS-IV the minimum expected marks are 10%.
Yes, it is a common saying that if anyone has completed NCERT books thoroughly then 35-40% syllabus for the preparation is completed. But it is advisable that one should read the books in a sequential way like first complete book of class-6 of any subject then move on to book of class 7 and likewise. This will help you understand the topic coherently and will also add advantage to the preparation.
For UPSC Pre-cum-Mains as well as Interview, newspaper must need to read. Specially, the Hindu is very much important which is a read must. Aspirants may also read other newspapers like The Indian Express, Business Standard, Economic Times. Besides Newspaper, aspirants also must read magazines like Kurukshetra, Yojana, Wizard.
Of course Yes. It is a choice on individual's discretion to opt the subject from UPSC's listed Optional which he/she wants to appear in UPSC Mains Exam. UPSC has given complete
freedom in this regard.
